If all of those components are in fact good, seems it is time to check the power switch.

Hi Delta12

The symptoms mentioned above looks to be with the system board as you have tested almost all the components.

Can you check if the caps lock and number lock on the keyboard toggles while the system is powered on?

If yes then the system is posting.

Do PM for any further help.

No sorry there are no bad capacitors and it just dose not boot up No posting noise and fans are just dead still power button dose nothing Even though it does send a input to the motherboard

Hi Delta12, As mentioned if the system is not posting you might want to check with minimum to post check the link for better understanding https://qrl.dell.com/Files/en-us/Html/Manuals/C6320/Minimum%20Configuration%20to%20POST=GUID-7D4499C5-8F0F-4FD9-ACE9-103B9ACEFA95=1=en-us=.html. If this doesn't help you will have to get the motherboard replaced.

history matters? did it ever work or you bought it dead.??? history.....

the PSU is NOT turning on,  the standby voltage is ok. (dead fans is that)

so with your list, the answer is not possible . (but 1,)

what a shop does is strip it down to min. system.

no pci cards. zero.

test it 1 ram at a time.?

no sata (2 ) cables connected to any mobo jack? unplug sata and its matching power cable pair, to all.

the PSU seems bad to me, .

PSU can fail in many ways, not just good and bad, OK?

A PCU can even have bad CAPS and be huge noise generator  or even self shut done.

The PSU can fail and not handle full loads but on simple bench test passes. (bad VRMs inside  PSU)

that PSU has many VRMs inside it, and any not happy, no turn on or in less than 1second it turns self off.

My PSU here (modern can turn off in 16 milliseconds, so fast, blink eye and you miss that.(turned on then self turned off) atx spec is 1 second rule, or less. so the benched PSU , jumper test passes>? that is what you meant/?

the PSU looks to me to be normal ATX PSU, the connectors look normal.

the power switch you can hot wire that to prove good or bad easy. (ask)

is it the mini tower MT  or the SLIM PC, there are 2 PCs???????????????

is it the dual two CPU socket,  Pentium paired mobo or single CPU , mobo.?

buy it dead.? found in garage sale most 2007 are now scraped, too old,

the slim pC has a non ATX PSU. (narrow)

the MT minitower PSU looks to me as ATX sized, and cables. (and ends)

test the PC at it minimum configuration first.

if that fails and RTC coin is new, below 2.9vdc is bad.

the the PSU is bad, if the power button wire not fallen off.

the power buttons are not all documented, and is pain that, as we hot wire all mobo do that if dead. for sure.

I have pinouts on all dells I have but none here are near that old, 2007.

1999 to 2007 is the years of bad CAPS. so.... keep open mind.

I can't edit with IE11 so I stack posts.

here is what I saw in mobo buying fleabay

DELL VOSTRO 200 200S 400 INSPIRON 530 530S DESKTOP MOTHERBOARD CU409

12 pin front panel jack,    FP-I/O

2---------12

1----------11

pin 7 and  8 is power on jumped point. (jack is lower right corner of mobo) thanks go to Henry Law.

Pull the cable, there, jump 7 to 8 for 1second, see PC turn on,, if not PSU is BAD,  99% of the time PSU, (pc min)

some are 10 FP-I/O jack pins. not 12.

here is the 10 pin I/O and jump point

a tech just jumps these with screw driver tipa tech just jumps these with screw driver tip

PSU come as good, bad, and ugly, or gray, gray can be bad PSU fan and overheats, or caps all leaking and well that is CHAOS.

frankly any 12 year old PSU that runs, is a bowing moment, bend at hips, and mumble to the PSU gods, THANKS.

and this jewel

a minimum system is only about 3 things right, ?

  1. mobo (or ram or cpu)  ram tested 1 by 1 so not ram)
  2. PSU.
  3. case (no , not the case bad)

the switch is not bad, I told you the simple test, above.

the PC is old both parts are easy to buy used on fleabay, one is bad. toss coin?

when buying used parts, the coin may need a 2nd toss,, LOL

why not tell the helpers when did this PC fail.  last weak or just found PC dead at  garage sale.

even with no monitor or keyboard the fans spin, (yours don't) so we get those GOING first. CPU fan ! #1

see this> (this PC has no iGPU so GPU card is needed) yours needs no such card.

here is  790 , that runs  with just 2 parts in place, mobo+psu, no gpu card needed here.

if the ram tests ok, 1 by  1,  then 2 parts left. (CPU never fail but the pins  do )

if you bought this PC used, and dead, maybe the CPU pins are bent... very common  on used mobo!!!

the mobo is on sale at ebay for $11 whole bucks.

and PSU's  vast. and cheap.

there is guy at TOMS now, same as you and found his PSU bad,  even after bench tested ok.

PSU can only be bench tested, (if simple why works) using LOAD bank,  and  scope for chopper noise tests (ripple) you only guess your PSU is good.  in fact.

I presume this PC is full sized case and not the 200s (small case , right)?

Hi Delta12, Mostly the issue is with the motherboard as you have tried the possible steps. You can contact any nearest Dell reseller and get it diagnosed to understand better about the problem.
