Vostro 3670, lock/unlock, open/minimized windows move

Hello, I have a new Vostro 3670 with Windows 10 Pro installed by Dell. It is at OS version 1809 (OS build 17763.316), and a Dell 23 Monitor E2318H. The monitor is connected via the VGA cable that came with the system. The device driver for the monitor is the Generic PnP version 10.0.17763.1 dated 06/21/2006. I've tried checking for more recent drivers from Microsoft, but this is the most recent one as near as I can determine. The display scale and layout is set at the default 100%. Resolution is set at the recommended value of 1920x1080. The graphics settings are using Classic app (the default). I bought this system from Dell on 02/01/2019.

I lock the screen manually or when the screen saver times out. At times when I unlock the screen, all open windows whether visible on the screen or minimized, will have been moved from their positions and sizes before locking, and will be stacked with all resized to the same size in the upper left hand corner of the screen.

This is very disconcerting when it happens as I have to then move and resize the windows to what I had before the screen locking occurred. Whether it happens or not seems to be random. Many times when I unlock the screen the windows are exactly where I had positioned them. This stacking issue may happen several times a day, or may not happen at all on a given day.

Is this a known problem? Is there a solution?
