To go from 4GB to 16GB of RAM is certainly an improvement in performance. And by original card I assume you mean an M.2 SSD. If your drive is on the small size then an upgrade there would help as you would find yourself running out of storage eventually, For a system that is not yet 2 or 3 years old both would help performance.
Having said all of that there was a prior Vostro 3500 laptop, yes it can get confusing, that is approaching 11 years old and if that is the model you have then money for updates would be better spent on a much newer more modern laptop.
