Background Disappears?

I added a background in vWorkspace console (wallpaper points to server share). I see the background come up when I launch the virtual machine, but then a box on the top right launches saying "Personalized Settings". After that runs the background disappears.

I moved my test users and test vm's to a new OU that has all default settings, but that didn't make a difference.

Any ideas?
