700m will not boot from dos-based application cd

My 700M is running XP (SP2).  Recently started having problems that I figured are related to a virus.  Since it has been a while, I decided the drive needs to be cleaned out - i.e. scrubbed.  I tried using an older version of Iolo Drive scrubber but that program wouldnt work.  I then reformatted the drive and reinstalled the OS.  I still want to scrub the drive.  I purchased an electronic version of Drive Scrubber 3 directly from Iolo's website.  I downloaded the recommended .iso file and created a bootable CD as instructed.  I also made sure my CD drive was first in the boot heiarchy in the bios.  With the boot cd in the drive, I restarted the laptop hoping that the application would start up.  It goes into the copyright screen but will not proceed anyfurther.  I called Iolo tech support a few times and they have not been able to solve the problem.  They made two suggestions: 1) See if the bootable CD will work on another machine; 2) download the program and create another boot cd on another machine, then use the cd on my machine. I did both.  In the first suggestion, my boot cd worked on the other machine so I know the boot cd is good.  In the second suggestion, the newly created boot cd worked on the other machine as well, but not my machine.  This leads me to believe the problem is with my machine and not the program.  A family member suggested that the problem may be with the registry keys. The optical drive works fine with all other uses (playing DVDs/CDs, loading programs, etc.)

 

Where do I go from here?  What do I do?

Registry keys have nothing to do with it when booting from CD, the registry does not load untill booting into Windows.

 

It is a strange problem, the bios may be the issue, do you know what version bios is installed?

 

There is a free utility to overwrite drives

Not sure which version of bios I have.  Will check as soon as I can. But I think it is the original that came with the machine.  I don't recall updating the bios in the past.

The BIOS version is PhoenixBIOS version A07
