Black screen with movable cursor
Hey there, I have a Dell 15r and it is currently running Windows 8.1. This morning it working just fine. I was on YouTube and a video wouldn't load, so I simply restarted my laptop. Thats when the trouble began. I wm now only able to log in, and once that happens, my screen is just black with a movable cursor. I've taken the battery out and that didn't work. I am however still able to CTRL ALT DEL and enter task manager, log out, lock, and switch user. How do I go about remedying this problem. Also, f8 and f11 dont take me to the Launch Last Healthy session or whatever and I'm extremely frustrated.

Does anyone have a root cause on this issue? I've run into this issue recently (August, 2018) with several Latitude 7480 systems. Issue is intermittent as some reboots are good and others successively get the dreaded black screen.
Video drivers and the BIOS have been updated, so that doesn't appear to be the issue. Previous posts have implied it's Microsoft updates from 2014, but that doesn't seem likely as we're four years on at this point and I'm running Win10 instead of Win8 like those earlier users.
I have a ticket open with Dell, but they have nothing in their database on the issue.

Any updates to this ... My Laptop in NOW dong this. I can;t see anytign at bootup .. no DELL logo .. nothing to enter F2 /F8 ... I hear the Dell sound but tat is about it... Just a mouse cursor... Uggh!

I am having the same issue with a few Latitude 3590s and its affecting new laptops just installed to users. As of Oct 29th 2018 have not found a fix for this...

Hello. I did this with my Dell Inspiron Windows 10. Does it really takes time to restore windows file and setting? Its been 1hr and 30mins. The screen says "Please wait while your Windows files and settings are being restore. System Restore is restoring the registry" Please help, reply asap. Thank you so much
