I am not sure if you can totally block access, but you can use the content advisor to control the types of content that users access on the Internet.

I think that if you create a new user account while under the main administrator account you will be able to achieve what you want.
 
You'll need your administrator account to be password protected to prevent it from being accessed and changed after setting up a "limited" account for your sister (choose a name for it, no password needed unless she wants one). She shouldn't be allowed to set up any internet access while logged in, I believe, and would just get asked to go into Administator to do so.
 
Then, while still in the administrator account yourself, make sure Fast User Switching is off (not on). If it were on she could still get onto the internet since your account will keep it active. However, with Fast User Switching off there won't be an internet connection set up when her account is being used.
 
To get to all this just go into Control Panel and User Accounts. You'll see 'Add new user account' and 'Change the way users log on/off'. It's this second thing which has the Fast User Switching checkbox you'll need to be sure if unchecked.
 
Maybe there's a better way. I don't deal with these User Accounts much myself.

Thanks for the replies. On related topic, apparently the internet problems I've been having are due to my computer, so I now have to figure out what is up with that. I guess I'll just install the Norton things again. I might have to reformat my computer, though. I have a question. I don't want to lose any of my music and pictures and whatnot, so I will probably buy another drive. Will this drive work well with my computer? The computer's specs are in my signiture.
