Cookies Folder Missing

Question

Cookies folder is missing in the 'All Users' account in the Local Disk, Documents & Settings folder.  If I create a new folder named Cookies, dialogue message says, This folder already contains a folder by that name and will not accept the new folder.  Folder options is set to display Hidden Folders. Untick 'hide protected operating system files' in folder options view tab.
