create empty file with specified size

how would one make a file like the one at this link http://schee.bloguje.cz//Snap3.jpg

That looks like the property page for a folder, not a file. It tells me the name of the folder is Tak Jde Cas, that its location is D:\ , that it contains 249 files and no subfolders and that those files take up 996 KB on the disk, although their total size is 130 GB, i.e. they are very much compressed (zip files, perhaps).

It is not an 'empty file'. An empty file would always be 0 size (as would an empty folder).

To see the property page of a folder, right click on it, click properties.

To create a folder  in Windows Explorer, in the left pane, select the drive or folder that you want to create it in so that its contents show in the right pane. Then in the right pane, right click in an ewmpty space, click new, click folder. Then name the folder. 

If you prefer to use My computer rather than Windows Eplorer, navigate to the drive or folder you want to create a new folder in, right click, click new, etc.
