I've seen that error posted here by others trying to use the new Dell Download Manager.
If the download manager seems to be the problem, here are FAQ's on removing the Download Manager and clearing the browser so you can just use the regular download function:
Oops, sorry. There are 2 downloads: that one is the application. The one below is listed as the driver. But both are listed as compatible with XP AND Vista, not just Vista.
Another member was able to get everything working by following the specific driver install order after installing XP. See Betonistu's post here:

Hi These are the drivers for XP HERE for your system, and is the driver application for your webcam.

Yeah, I tried to download the files in those links, but I said:
Cannot dowload the application. The application is missing required files. Contact application vendor for assistance.

But that driver is for Vista ... I just downloaded, I installed and I was back out of it:
Not found a driver compatible webcam. Please reinstall the driver for the webcam from disk DELL RESOURCE CD and then run Webcam Center again.
