http://www.microsoft.com/technet/prodtechnol/windows2000serv/reskit/regentry/34628.mspx?mfr=true The “MemuShowDelay” registry key “ Determines the interval from the time the cursor is pointed at a menu until the menu items are displayed.” Time is in milliseconds, therefore the value 400 translated to less than a half of second. IMO it is not related to system starting time, and should not be changed. P.S. when posting instructions/recommendation for editing the registry it is imperative that the key name is correct, the key is HKEY_CURRENT_USER\Control Panel\Desktop not HKEY_CURRENT_USER\Control Panel\
