to go to recovery console, you need your OS cd...
1. put it on your top drive (if you two or more)
2. reboot the computer and press F12 on Dell splash screen.
3. choose the option that contains CDROM on it then press enter
4. you should press any key immediately when you see the screen, press any key to continue.
5. you'll have a blue screen with bunch of stuff that is loading, wait until you can see press enter to install, r for repair or f3 to quit.
6. press r, then if it ask you what windows installation you want to logon, press 1
7. it might ask you for a password, usually you just press enter here if you don't have any password
8. you should have the prompt c:\windows> if you're on the right screen.
9. now type fixboot c: ~or~ fixmbr
10. type exit to restart your computer
if you want to reinstall you OS and if your computer was purchase after 2005 you can use PC Restore.. during Dell splash screen, press CTRL+F11, follow the on-screen instruction and you'll be able to reinstall your OS in just 10-15 mins...
if it will not work, then manually reinstall your OS, you need at least your OS cd and resource cd... (press enter on step 5 above)
please be reminded that reinstalling your OS might cause you to lose data.

sorry to bump an old thread but i'm having sort of the same problem. 0x0000007b error. my circumstance is different though. I recently got a dimension 4600 from a friend but without a fan or hard drive. Bought and installed the fan and took both my hard drives from my former pc.(dimension 2400) Upon booting i get the above error, and i assume it's because I've taken the hdd's from a pc with different hardware . I've already run chkdsk from the repair console on the install disk, with no progress. On the main drive i also have 2 types of linux. Both of these work fine with no problems, recognizing all the hardware. Yeah i know triple booting can be risky lol. Is there any way to repair my windows install without having to do a full reinstall? I don't really wanna lose all the data on windows, and also have to figure out how to reconfigure GRUB so i can boot into the linux installs too.
