From windows explorer if you go into Tools > Folder Options > File Types sort the list by files type and find Folder( not File Folder) the extension will be N/A, click on the advanced button and change the default action to explore instead of open.

When I right click a folder and pick Open, it has exactly the same effect if I right click and pick Explore. I wonder why.
