I should have said I have a Dimension 8250, it is the screens you see when you use the reinstallation CD. I have had two blue screens in the last few days and it seems my hard disk drive is "aging or failing" but I thought I would give it one last format. It is 6 years old now.
The Dell OS Reinstallation CD (or DVD) is just a normall Windows install disk, so yes, it would work just fine. You would need to get all the required drivers for your system from either the Dell Drivers & Utilities (aka Resource) CD or the
Dell support website.

6 years old thast not old thats ok they usually have a 100.000 hours BMTF thats something like 11 years
Anyway HDD's now are so cheap they nearly pay you to take them...
