What programs are you running when you get the errors? What changes have you recently made to your computer that might have caused this error to start ocurring?
I don't understand what you mean when you say a web site and an icon is causing the problem. Could you please reduce the size of your text and try writing a more detailed description of the problem.
HELLO...BASICALLY...A LITTLE POP UP WINDOW APPEARS WITH THE VERBAGE I STATED PLUS AN IDENTIFYING PICTURE THAT REPRESENTS "WEBSHOTS"PROGRAM IS ON POP UP WINDOW...
LET ME EXPLAIN IT THIS WAY...IN YOUR TOOLBAR AT BOTTOM OF SCREEN...THOSE LITTLE ICONS...ONCE I DOWN LOADED "WEBSHOTS" IT OPENS WHEN I LOG ON...THEREFORE THE LITTLE "ICON IS ON MY TOOLBAR...AND THAT LITTLE ICON APPEARS ON THE ERROR MESSAGE ALSO...
I can't see your computer, nor can I run it. If you could explain the steps you take to get the error message it would help me figure out what is going on. You seem reluctant to provide information necessary to solve the problem. You say this has been happening forever, yet you also say that it has occurred since you visited the webshots site, is that right? Go to Start > Control Panel > Add/Remove Programs and see if you can uninstall anything that has to do with webshots. Reboot and see if the problem goes away. Have you checked your system for spyware and removed all spyware and parasites from your system?
I have nothing to do with Dell. I am another user just trying to be helpful. But, as I have said, since I cannot see what you are doing on your computer and I have never had this happen on mine or seen it reported in the same way that you explain it, it is impossible to help you if you can't provide the details. Good luck getting your problem solved. If you want to take the time to write out some details, I'm still willing to help.

What operating system you are using

You need to be patient, you need to answer the qestions you are asked & finally, post in a normal size text.
LARGE, CAPITALISED TEXT IS THE EQUIVALENT OF SHOUTING.
If you post back following these guidelines, I'm sure somebody will help you.

this has been happening...since 4ever...i believe www.webshots.com has something to do with this...
webshots icon on error message...other programs running? nothing other than normal ip "comcast" web pages...
