Moving toolbar-how?

I have ended up with my tool bar with the Start icon horizontally across the top of my desktop screen . It was at the bottom of my screen where I like it. It was taller than I liked it so I tried to drag the top down and then it ended up across the top of my screen. Now I can drag the bottom edge down and make the bar wider (taller - since it extends across the length of the  screen) but I cannot seem to be able to move the tool bar away from the top edge of my screen.  I have an Inspiron with a touch pad mouse which I am still trying to get used to. How can I get the tool bar from the top to the bottom of my screen again?

ALgal,

Place your cursor on an empty part of the taskbar then drag it down and either to the right or left. It will move to the side of your monitor. Now drag it down and it will repostition to the bottom. The process is illustrated here.
