My Dell Downloads application Error unhandled exception

My inspiron runs windows 8.1. I'm trying to download a factory installed software from My Dell downloads. but I can't what ever I tried. turned off windows firewall, enabled and disabled .Net framework 3.0, I keep having the same error.
