.net framework unistall

I want to remove .net framework 1.0.2914 but the uninstall program reports: "The feature you are trying to use is a network resource that is unavailable." 

What seems to be missing is the folder C:/temp that should include the file netfx.msi but I do not have that file anywhere on my system.
 
I am not expert enought to do a step by step removal.  Is there any other way to get rid of the old .net framework?
 
I want to install visual studio.net but must update .net framework to 1.1 first.

This document seems to indicate that you can install version 1.1 without removing your existing version.
