Outlook Express

I have a new Dell Computer and my Outlook Express has never worked from day one.  Dell does not know what the problem is and will not send a technition.  They say it's an ISP problem.  My ISP has done everything they know to do.  They had me to unistall Outlook and re-install it.  They are sending me another Outlook Express CD to see if that helps.  I think Dell show see that the problem is fixed.  What good is the warranty if they will not stand behind their products.

Does anyone have any suggestions?
