pci.sys STOP Error on Win XP Pro Install

Right, heres the problem.
 
We recently recieved a batch of Lattitude D420 and D520 laptops were i work to be distributed to our users.
 
We do not use the standard Dell install images, we wipe them and start clean with our own images.
 
Problem is, when trying to install Windows XP Profesional from a bootable CD, we instantly get a STOP Error appear regarding a missing or corrupted PCI.sys file.
 
Here is what we have tried...
 
Several different laptops (tried 3 D420's and 3 D520's) - Did not work.
Several different XP CD's (2 Different SP1 and 2 Different SP2 CD's) - Did not work.
Tried installing to D505 laptop - worked fine.
Tried installing the provided Dell XP Image on the D420's and D520's - worked fine.
 
So basically, im stuck with what to try. Does anyone know if there has been a faulty batch of Lattitudes issued out or if Dell are now trying to supress XP installs?
 
To be honest, we can't have a work around, we need answers.
 
If it appears to be a faulty batch then we might have to get in contact with our account manager but i thought id see if anyone else is having the same problems.

Is this a clean install, deleting and recreating the partition?
 
Where exactly during the install does it BSOD, can you post the full and complete error?
 
I have seen some crazy stuff on Dells while trying to install without the non dell disk, one person here that I helped had to fdisk and format fat32 with a 98 boot disk before his bsod during install would stop.
 
Check the bios for any compatibility settings also. Documentaion is poor on these models.
 
Also, update the bios to the latest version.

The pci.sys error usually happens when an SP1 CD is being used for the reinstall. Typical fix is to create a slip-streamed CD with SP1 from your Dell CD and SP2 downloaded from Microsoft. This shouldn't happen with an SP2 CD so don't know why those others won't work, unless there's something else unique about this model PC.

Ron,
I am getting the same psi.sys stop error on XP Home trying to install into a new Dell XPS410. I found info from Microsoft on using the F6 drivers, but I am still getting the same issue.  The version of XP I have is very early, before SP1 I believe.  You mentioned to "slip-stream" in SP2.  Can you provide some detials for a partial amature on how to obtain SP2 and how to "slip-stream" them together?

Well, i managed to get it working.
 
It appears it DOES work, but only with an SP2 CD.
 
It appears the 2 previous SP2 CD's i used were corrupted images.
 
Although it still wouldn't work from an SP1 CD even though that worked fine on other machines like an Optiplex GX520.
