You can move these shortcuts into any order and make folders to group them so that they're not off the screen. Use Drag and Drop or right click on the Start button, choose Explore All Users. You should also check your screen resolution. Sounds like you have your screen set at too low a resolution, 800x600 which is the default. You can reclaim screen real estate by upping the resolution.
