The start menu is just shortcuts to the actual programs. Search for sndrec32.exe and create a shortcut to put on your Desktop. Then drag it to the Start button, wait a second until it opens up, and copy the shortcut to the Start menu. You should know that the Sound Recorder can only record up to 60 seconds. To record longer sound files, you'll have to use the software that came with your sound card.
