reinstalling apps after hard drive replacement

I finally got my missing Bluetooth issue fixed by replacing my entire hard drive. 

In doing that I lost the cyberlink photo and video editors that I purchased with the computer in 2018.

Dell tells me the only way to get it again is to reformat my hard drive.

That sounds ridiculous. Why would that be? I paid for the software i should be able to download and install....Right?
