Restore to factory settings
I have a Dell Dimension 2350 Desktop. I was trying to delete some old programs and have deleted something I shouldn't have. I need to restore to factory settings if possible. I have all the disks. My problem is my computer will not boot up so that I can restore. It starts and then loads Windows XP Home Edition and then hesitates for a few seconds with a blank screen and then restarts itself. This goes on for as long as you will leave the button in the on position. I have tried Safe Mode and the same thing happens. Any suggestions??

This is a great guide for reinstalling on a Dell: http://www.djdenham.com/Install%20Procedures.htm
The key is to set the BIOS to boot first from the CD drive

I have tried to follow the reinstallation guide. Right now, I am stuck in an ongoing reboot loop so I can't even get to the place where I can Control F11 in order to get to manual restore.

Are you trying to boot from the OS/Recovery disc?
The way you've worded it, it sounds like the system is still trying to load the OS from the hard drive - which isn't required to do a recovery?
Go into the BIOS, and confirm the boot order is set to check for a bootable CD/DVD first, then the hard drive, and finally a floppy drive?
