Roxio d2d3290.exe file is corrupt?

I have downloaded the file d2d3290.exe (twice now - both attempts gave the same error).  When I try to run it I get an error which says 'The contents of this file cannot be unpacked. The executable you are attempting to run has been corrupted'.
Any solutions?  Do I even need this patch?  I've removed Roxio drag-to-disc completely and the error we were getting (which Vista said was some sort of driver incompatibility error) seems to have gone away.  What have I lost by uninstalling drag-to-disc?

    I previously installed d2d3290 and it seemed to work by eliminating the warning.
     
    I received no noticed, but stumbled on the issuance of DD32506p-.
     
    When I tried to install it, I was blocked with the message that it was already installed.
     
    I have since read that you have to uninstall the first patch before trying to install the second.
     
    1. If this is a critical patch, why weren't we automatically warned? (I am signed up for alerts)
    2. Why is this being put out piecemeal without coherent instructions?
    3. What is the difference between the patches and why do I need the second patch in place of the first one?

    Will this down load allow me to BURN CDs[songs] from read only drive to RW drive without being tracks transfered to the "C" [hard] drive?
    My Media Centre edition XP SP-2 came with Roxio creator. However during my clean installation of the VISTA OS I'd lost this software. Will this down-load help in re-establishing this missing software? I have already downloaded drag-to-disk from Dell's site with no avail.
    Dell's DVD VISTA assisstant would not allow me to get the Roxio Creator/Roxio My DVD after my clean installation on VISTA OS.
