What are some things that I can do to make sure that my computer is as fast as possible?

1. Get as much ram as possible
2. Turn off most of the background programs
3. Get yourself a dedicated video card... Might be wrong, but it looks as if you got the basic Dim 2350 system. If it still has the integrated video, than it is taking some of your systems memory, which will slow the system down further.
4. Don't use Nortons Anti Virus software, its a resource hog for many systems
5. Do a clean reformat, and reinstall of windows at some point and load only that which you want and not what Dell wants you to have ( Bloatware )
6. Use your Disk CleanUp program
7. Defrag the hard drive
