birdwatcher, submit this question on the correct forum; Windows 98 etc. Please include information in your post such as have you added newer versions of a program? What does the icon do? And as has been posted by Rapunzel, putting your pointer on the icon will tell you what it does. If it does not, double click the icons to see what starts. Many icons can be turned off easily. Also be aware that it is normal to have some duplicates such as speaker icons and icons for firewallos/antivirus programs. Some unwanted spies and hijackers also may install themselves. With more information, direct steps to help may be available.

If you hold your mousecursor over the icon, does a caption box say anything?
Many times you can successfully eliminate problems like double-icons with a simple restart. Or do the double-icons reappear?
