Right click on toolbar and make sure it not locked.
 
Possible virus issue,have you run any scans.
 
Run your AV and avg anti spyware in safe mode.

HKEY_CURRENT_USER>Software>Microsoft>Windows>CurrentVersion>Policies>System
 
In the right pane does it say "disable task manager" and data value set at 1
 
NOTE:don't delete anything in the registry,at least not yet.

Hi thanks for your help. Ihave run various a/v, anti-malware and spyware checks using avg and other a/v software but nothing has been found.  I went into the tool bar and it is not locked. aLso went into the start menu and followed your instructions to find the task manager entry. Under the system entry there are 2 items listed.  The first is a default reg-sz code and the second is a disable reg task manager  reg-dword with a value of 0x0000000(0). Does that sound right or does it mean the task manager is disengaged / engaged.  Thanks again soukio...

Zero is fine.
 
 Value: 1=Enablethis key, that is DISABLE TaskManager
Value: 0=Disablethis key, that is Don't Disable, Enable TaskManager

 

Have you tried system restore,if not try it in safe mode

Have tried all ways to get into task manager, even contacted microsoft but they could not help either.

Check out these other registry keys & see if they match yours.
 
In this link on line 51 on the right side click on "enable the task manager"

Even though you scanned and came up clean doesn't necessarily mean its clean.
 
Maybe try the hijack this forum.
