Taskbar is empty

I logged onto my laptop this morning and the taskbar is empty (excluding the "windows" icon on the left and the "notifications" icon on the right, which neither work when trying to click on).  

The closest answer I read was to press the "windows" key and the "I" button but when I did, nothing happened.  

(yes, the taskbar is not locked)
