Taskbar is stuck

Question

My taskbar is stuck at the bottom, and I cannot expand it up. I went into the settings, and the lock is not on. I can get the doubleheaded arrow to come up, but it wont expand. I just had some malware on my computer, and I removed it, but this is a lasting effect of the virus. Any suggestions?

I can move the taskbar, but it doesn't fix the problem. The problem is that it wont expand to show me the start menu, open windows, etc.. Its stuck at 1/16 inch wide.
