Generally 32 bit apps run without problems on a 64 bit OS system. I have many 32 bit apps including Microsoft Office 2003, Pro Tools MP9 professional recording studio software and even some old 16 bit game apps.
If you want to run the software and the software vendor says it will only run under 32 OS you may be forced to install the 32 bit version (which is going to limit your RAM access as a 32 bit OS can only access a little less than 4GB of RAM.
One suggestion, try installing/running the program in a compatibility mode and see if that helps.
