What does this error message mean?

I reinstalled the system on our computer the other night and it is set up for two users.  On the desktop of one user everything appears to work properly but on the other, when I attempt to access "my comper" or "control panel" etc., I get the following error message.
 
"The procedure entry point InternetGetSecurityInfoByURLW could not be located in the dynamic library WININET.dll."
 
Can someone explain to me what this means and how I can correct it?  Thanks in advance.

Only fixes I have seen for this are to get a new Wininet file, and a System Restore.
 
Try this:
 
Replace it with:
C:\Windows\System32\Wininet.dll

Thanks so much for your help.  I will try that when I get home from work.  Do you know what would cause the need for a new Wininet file?
