What is IPMPLUS. is it necessary?

I have a Windows 10 PC and a Dell U2413 monitor. Every time I boot up the PC or bring it out of Sleep mode, I get a blank pop up window on my screen for about 1/2 second. It states that the following program is being executed:

"C:\ProgramFiles(x86)\Vigyanlabs\IPMPLUS\bin\IPMPlusUserInteract.exe"

This started happening when I re-installed my Dell Display Manager program.
Would the re-install of the Manager have loaded this program?
Supposedly some kind of power saving program.

I decided to delete the program.

They have a website: http://www.ipmplus.com/earth_hour_ipmplus.php

I'm wondering if it is malware. Is it legit?

Anyone have experience with it.

Hi Don,

It is an power management software it basically helps you save power and manage your resources better, Is it your personal computer  or is it an official one. 

Official one then reach out to your company IT Administrator.

If it is your personal one and you don't have a clue better uninstall because that's an licensed software.

I also got the quick pop up screen but when I'm streaming a movie or series. But I also got an additional surprise, a powershell dialog box as shown in the screen shot. My security programs don't detect anything fishy but my 3 hamsters in my head are still spinning those wheels of uncertainties. Help
