Windows 10 Recovery image unavailable

I have  Dell Inspiron 5570 Laptop.  It was recently returned from the Dell depot.  It was returned with the Windows 10 OS reinstalled (on the SSD) and the hard drive replaced.  I am trying to reinstall my programs, but I keep running into Blue Screens when I try.  I have tried resetting the PC with a clean install of Windows 10 and still run into the same problem (with or without updating to current version of Windows 10).   I believe it is an issue with the drivers, so I have attempted to download and install Dell Support Assist, but after 100% I get a message that it could not be installed (followed by a blue screen).    The system worked fine prior to sending it to the depot (for power issues)

I contacted Dell Tech Support and it was determined it was not a hardware issue.  Now they want $99 for software support (which worked fine prior to depot).

When I try to use the Dell OS Recovery tool to download an image, it states "recovery image currently unavailable" for my system tag.  I dont think the Depot reinstalled the OS properly. 

I have an identical Inspiron 5570 (except it lacks a DVD/CD drive) whose image is available with the OS recovery tool.

So my question is, can I install the image for one Inspiron 5000 series onto another, or is the image locked to that particular service tag?   Do you think it would help?  Any other solutions you can think of to avoid current windows blue screens?  I have not tried a Windows 10 image direct from Microsoft yet.
