The user "administrator" is disabled by default in Windows Vista and later. You shouldn't have any reason to enable/login as "administrator" and can safely leave it disabled and unused. What are you trying to do?
He said he already tried both :) Administrator is disabled, so you couldn't log into it even if you had the right password - unless the account has been enabled (which there's no need to do).
Try leaving the password blank if you're trying to log on to the actual "Administrator" account. Just press Enter without typing anything when asked for it.
You may try using the same Pasword which was used for the user account.

you can try to unlock your login password via safe mode, built-in admin account, command prompt, password reset disk, etc. DIY a password reset disk will be your most efficient solution.
also try some other windows password reset tool like ntpassword, ophcrack, LCP or kon-boot.
