windows is starting up

i need advice if possible. When starting my computer it get to the "windows is starting up" screen and sticks. Is this a boot problem or something. any idea how to fix this.

What is the reading of the power button LED, green, blinking green, solid amber, blinking amber?
What is the sequence of the diagnostic LEDs at the back of the case?

power light is green. sequence at back of computer: all lights are green.

Boot, immediately press F12 and run the Dell diagnostics on the hard drive.

See if it will start in safe mode (F8 before Windows loads).

have run the diagnostics. all appears to be testing fine. any ideas?

thanks Bev. I'll go through the suggestions and see what happens. I've tried Safe mode and although it get me past the windows starting up message, can't get into any of my programs.
No Events found!
