I used to have DSL. The Telco "splitter" was in the Telco "Demarc" box outside the residence. Having a long cable to the inside Telco wall jack was not a problem (and not even an issue with my telephone company (Verizon at the time). In my setup the DSL data was on the 2nd pair (the Black yellow) telco wire pair and used an adapter at the Telco wall jack for the DSL data and with the splitter in the Telco demarc box I didn't need to use the audio filters on the voice telephones. HOWEVER, if the PC is 30 ft from the DSL modem that could potentially be an issue - maybe that's what they were referring to.
DSL requirements are 15000 ft from the Telco central office. I seriously doubt that the extra 30 foot will make any difference. I used to manage a data network for a large Federal Government agency - there was never an issue with telco cable length's with digital or analog data circuits including full T1 lines.
If your PC runs fine with WME and 128MB of RAM now, it will run fine with a DSL connection, as long as you don't install any unnecessary software from SBC/Yahoo. No extra software is required for DSL connectivity, period.
DSL operates over the phone line for some distance, and thirty extra feet shouldn't make any difference.
Between the wall jack and your PC will be a phone cord, a DSL modem (provided by SBC/Yahoo?), and an ethernet cable. Ideally, you will also use a router between the modem and the PC to serve as a hardware firewall, which would add another cable.

Alternatively, you can use a wireless router and a wireless card in the PC to eliminate the cable between the router and the PC.
