Dell XPS 8940 Desktop Turns on but no booting and mouse and keyboards off

i bought this Desktop in 2021 but after using it for 2 years but pc turns on but no booting up (Fans on, Power Button lights on, not blinking, not beeping, and all usb are off like mouse and keyboard)

i tried to change the power supply, and still the same, tried to do remove all the memory ram, and test it 1 by 1 and still the same, tried to do the motherboard reset by pressing the power button for 30 secs and doesn't even respond, tried to remove the Graphic card and plug it into the motherboard and nothing, ....... i have tried to do everything and nothing at all, can't make it to the BIOS, all my life i have been using desktop and never had this kind of problem in my life, does any one has faced this problem?

Go into the firmware and disable fast boot, sometimes for whatever reason. If the PC doesn't shut down cleanly, even if you say shut it down cleanly. It forgets the boot device, hence why you have the black screen It gets stuck between an actual shutdown and startup and doesn't know what to do. You can leave the fast boot off. Fastboot was from a time when most people were using HDDs and our SSDs were not as fast. 

Also, fast boot is the main reason for most update issues as well.

@Dandy Ng  - It looks like there's an error message on the monitor in your youtube vid. Exactly what does it say..?

@RoHe​ The message says No Signal, Entering power standby. Auto detect display port has not detected a signal. bla bla bla.
