Assuming the PC was purchased in 2020 or before, that light sequence indicates a memory failure. Try reseating the RAM. If that does not help pull one RAM module and try it again. If that does not help put the other RAM module in by itself and try again. If you can boot to diagnostics (F12 immediately at boot) look for any RAM errors. You can also download and install Memtest86 here. It will create a self booting USB drive and any errors encountered during testing, even just one, indicate a failed RAM module.
