Logitech Streamcam (webcam) flickering

Okay I have been investigating this issue, searched a lot of different message board and tried a lot of different configuartion and I finally am clear to pin down the problem. And give you an overview

First the Set-Up:
Dell XPS 15 9570
Logitech StreamCam (Only has USB-C type connector)
CalDigit TS3 Plus (Thunderbolt 3 dock - optional)
DeLOCK Converter USB 3.1 Type-A > USB Type-C adapter (To connect the webcam to the USB-A port)
Windows 10 Pro 20H2 19042.746

Problem:
Connection the webcam directly through USB-C resulted in flickering/jaggering stream, only when plugged in on AC Power.
Video of the problem: https://www.youtube.com/watch?v=LRsRdBb3xfE&ab_channel=Caryntjen

Solution I tried that didn't work:
- Updating drivers
- Updating BIOS
- Using latest version of Windows
- Reinstalling drivers
- Fresh Windows install
- Using the Caldigit TS3 plus dock and using USB-C ports, tryig different ports and even using USB-A with DeLOCK converter
- Changing Powerline frequency from 50Hz to 60Hz
- Using a different powerplug
- Trying a different Streamcam
- Turning off powersaving functions in BIOS
- Turning off 'Allow the computer to turn off this device to save power' on all the USB Controllers, System devices and HIDs
- Changing NVIDIA settings of Power Management Mode to prefer maximum performance
- Trying to change the Display refresh rate (but only 1 rate is possible which is 60hz)
- Adjusting Power Plan settings in Windows and disable USB selective suspend settings
- Using the Streamcam on a different laptop/pc is causing no problems
- Using different software

Working workarounds:

So things that eventually work, for me these aren't proper solutions because I really think something is wrong with the Thunderbolt 3 port, these are 2 workarounds:
1. I have no issues when directly connected through USB-C on battery, so unplug the device from the powerline
-> Not a proper solution because I need the stream for several hours.

2. Using the USB-A port of the laptop, so connecting the Streamcam with DeLOCK Converter USB 3.1 Type-A > USB Type-C adapter (
-> A better solution but I have a multicamera set-up so this is not feasible for me personally.

I hoping by posting this, it might help others. Or maybe other people have ideas?
Maybe Dell can have a look? I am out of ideas and options and very frustrated that a high end laptop like this has this problem.

It didn't work for me.  If I pass the signal through a USB 2.0 hub, it works.  But, I cannot get the higher frame rates that are available with the Streamcam.  It does seem to be cabling related.

I had a similar situation, only it blinked much more often. the problem was due to the fact that I set the eco mode in the program for the Asrock motherboard, when I set the standard mode and the camera stopped blinking, apparently something was connected with the voltage that was lowered.

Situation:

UK user, so 50kHz power

StreamCam

Windows 11

Dell Optiplex 3070, 16GB RAM

Flicker was clearly visible on Zoom/etc.

Finding something to set the sync to 50 rather than 60 was a mission... but I eventually found that using the Logitech Capture utility to set the "Anti-flicker" to 50, seems to have worked,

Hope this helps!

I was like that. But the problem was the LED lamp that burned in the room. When I turned off the LED, the webcam stopped blinking. The LED flashes less when the resolution is reduced or USB 2.0 is used (then the resolution decreases automatically). For other webcams such as the Kiyo Pro or cell phone, no flicker at the LED lamp was observed.

The (possible ) solution: The right connection, the right adapter and very tight connectors

I had the same problem when connecting an extension cable. Since the cable of the cam is a USB 3.1 cable with 10 Gbps, if you want to have 60 frames per second, the cam only works properly on a corresponding connection on the PC. If you use an adapter, it also has to achieve this performance. I have a newer PC with USB 3.1 10 Gb ports. There the cam worked immediately without an extension, with a 3m extension only with the 3rd cable, a 20Gbps cable (the two previous 10Gb cables only managed 30 frames as with USB 2.0).

But I wanted to use the cam on an older PC, with extension, which only has 3.0 ports (5 Gb). Didn't work at all. Then I installed a PCIe card from Intateck with 20 Gb. Now 60 pictures were produced, but the cam kept flickering. Then I exchanged this card for a 20 Gb USB-C card from inLine (76660F) and lo and behold: no more flickering, provided the plug is pushed all the way back into the socket, otherwise flickering again.
