That blink code is a bit confusing but if you are seeing 3 amber then 1 white, that would indicate an RTC battery failure. Those codes can be found in the service manual here. If that code happened after you tried an RTC reset, are you sure you installed the CMOS battery properly assuming you removed it (meaning it could be upside down).

A RTC reset removes provisioning put into the firmware by Dell. It is not really meant for troubleshooting Wi-Fi problems.
In addition to the model number, do you have a link to the process you followed?
