Will there be a developer edition for xps 2024?
I saw that dell xps series laptop can be ordered from dell website, but I do not see an option for developer edition (Ubuntu preinstalled). Is dell planning on releasing Ubuntu preinstalled xps series in the near future? If not is the new xps series Ubuntu certified? And is it possible to opt out of windows and get a laptop without any operating system? How much is dell charging for the Windows OS?

I don't think there has been a developer edition with Linux for any XPS models in a while, so the likely answer to your first question is no.
And similarly, XPS models haven't had official LInux support in a while -- so that answer is also likely, no.
There isn't a way to order a system without an OS, and there is no separate charge for Windows. With recent XPS models, Windows 11 has been the only OS supported.
There are companies that will sell notebooks without an OS -- Framework does, and many boutique gaming assemblers will. Most of the large OEMs like Dell, HP, etc. will not.

That is not completely true, the XPS 13 Plus 2022, and I believe the 2023 version as well, is indeed Ubuntu certified and can/could be delivered by Dell with Ubuntu preinstalled. At least in Germany, see https://www.dell.com/de-de/shop/laptops/xps-13-plus-laptop/spd/xps-13-9320-laptop (Operating system Ubuntu® 20.04 LTS (64 Bit)). Most (all ?) Lenovo Thinkpads are Linux certified and may be a good alternative as this years models from Dell doesn't seem to support Linux unfortunately. At least for now...

I'm also waiting for this. I want to buy a new laptop and not sure if I should wait, or just go with the Lenovo Carbon X1

The 2024 editions is like they took everything people hated with Apple (touchbar, capacitive keyboard, no jacks etc) and whom even Apple took back. So sad to see, I had 3 Dell Xps over the years, all with Ubuntu preinstalled, but the 2022 edition might have been my last. Why not listen to the developers/customers Dell?

Not currently available -- Windows 11 only. There's a new XPS 13 (9340 Intel and 9345 ARM/Snapdragon) coming soon. Whether it'll be available other than with Windows remains to be seen.

Why do only the Germans have access to the good stuff? What about us in the United States? You know where Dell is headquartered?

The last XPS model to be Ubuntu certified was the Dell XPS 13 Plus (Core i7-1280P), which shipped with Ubuntu 22.04 LTS. As the physical design and interactive components of the current line of XPS are nearly identical to that of the XPS 13 Plus (9420), a two-year-old model now, I would imagine if you could get your hands on the .iso image it should work perfectly with the new XPS 14 and XPS 16 models. I actually do have the Dell Ubuntu 20.04 LTS .iso image, but have yet to install it, but it should also work on the new XPS models.
