The following link may help. It lists a number of possible solutions. One of the suggestions makes note that you have to be connected to the Internet for fingerprint Hello to work. I am not sure if you were aware of that.

Please restart the computer & tap F2 to get into BIOS. Click settings- Intel Software guard extension- Intel SGX Enable – Change to Enabled.
Note- if the option is already enabled, please disable it save changes restart the computer & go back & change the setting to enabled.
For my reference, please click on the message tab next to your avatar– click “New Message” & search for my Dell username (Dell-Sreejith R) & send a private message with the service tag, registered name & email address.
