Access denied to dell.com

I tried firefox and incognito mode in Chrome. Suddenly, when I try to browse to https://www.dell.com/ I get:

Access Denied
You don't have permission to access "http://www.dell.com/" on this server.

Since I'm in incognito mode, your website denies me according to my ip address??

    Incognito mode doesn't do  what you think it does -- it merely hides your visit from another user on the same system.  It has nothing to do with your IP address or the server.

    Are you using a security suite with a proxy server (McAfee, Norton, etc.)?

    Incognito means that there are no cookies, and the website can't identify me except using my IP.

    No, I don't have any security suite.

    It worked fine before that, and now suddenly it works fine again.

    It's the first time I get such a behavior from a website.

    That's not what incognito mode means.  

    And it could very easily have been a transient error on one of Dell's webservers.
