I suspect you did something else you are not telling us.

Try connecting to internet and do a complete Windows updates.

My system is up to date, I always update windows, today I got 1 new update, just 1. and it's a windows defender update, kb2267602, which is a security update, nothing do with the touchpad.

I did not do anything to my laptop since the install of windows 8.1, except some tweaks that make the laptop faster, and that was carefully did using guide, only disabling some unused windows services. HERE

The closest thing to the touchpad maybe the Unifying software which I uninstalled because I don't have any logitech devices, so I thought it's pointless to have it on my laptop. that's all, i don't hide anything.

Try re-installing the Intell chipset driver and then https://dl.dell.com/FOLDER05237243M/4/Dell-Touchpad-Driver_9NNK9_WIN_19.2.17.70_A11.EXE again

Did it, after succesfully reinstalling intel chipset driver, I tried the touchpad driver, and it gives the same error.

No more ideas.

Maybe it doesn't have the capability that you want.

at this point, I think the only solution is to uninstall the driver from the registry. or does anyone know about the product ID of dell touchpad driver? so I can uninstall it through windows install and uninstall troubleshooter.

I don't use Windows anymore and my Dell is never been this healthier. I installed Zorin Lite on my Dell, and it fits like perfectly. I tried many many Linux distros before Zorin, and nothing beats Zorin. In term of speed, stability, and simplicity with modesty. I had zero problem replated to hardware ever since, if you are interested with Zorin, you can visit the web. There are 2 version of Zorin, Lite and regular one. Lite is free and lightweight(good for regular working laptop, not for gaming), and the other one is not free, but you get a perfect OS with a very cheap price for that if you have a good machine on hand. Zorin is based on Ubuntu, but better.

If you insist using Windows then sorry, I can't help you, maybe purchasing Windows 10 might fix the problem, I mean the team of Microsoft might help you with that problem. But who knows.

I'm having the same issue with an Inspiron 17 7000.   After replacing my keyboard, I had issues with my touchpad.  I deleted the touchpad driver with the intent of intent of reinstalling the touchpad. This was advised.  I've checked and re-checked the connection of the touchpad, I've updated (Windows Updates) numerous times, I've been to the Dell website looking for the touchpad driver but the Dell website points me back to the Windows Update.  Why can't I get a touchpad driver from the Dell website  FRUSTRATING!!!  I've been working on this for over a year.  Back in the the day, I would simply re-install the driver.
