Flashing caps lock is a memory error. Shut down, remove the battery and hold the power button for 30 sec. Remove and reinstall the memory module(s).
Try powering up. If no change, try one module at a time in each socket until you isolate the bad module or bad socket. How much you want to invest in repairing a system that has a value of $20 or so is a question only you can answer.
@ejn63 Many Thanks - I put some slower memory modules from another machine into it and it started right up. My great grand- daughter thanks you - she has a game on the solid state drive I put in that she really likes
