Latitude 7490 power issue

My 7490 charges fine via USB-C but I get the Plugged in not charging error via DC jack. I've replaced the DC jack and still the problem persists.

Are the different inputs on separate charging circuits?

Also, occasionally the machine doesn't pass POST and just shuts off 3-5 seconds after powering on. A subsequent power up boots normally. Unsure if related to charging issue mentioned above.

Any ideas?

Yes, the connections to the charge circuit are different.  The usual cause is a failure to recognize the AC adapter (F2 at powerup to check;  if it shows unknown, the battery will not charge).

If the adapter shows unknown, try a new OEM Dell adapter first, and if that doesn't result in a recognized adapter, replace the DC input jack.

One of those two usually solves the issue.

Unfortunately, its neither, as the adapter works as intended on a different machine and the port has been swapped. When I remove the battery power from the motherboard and leave adapter connected,  the computer will not pass POST. It starts briefly with fans and lights then dies. I'm thinking a new mainboard or board repair is my only option. Drats.
