Look up the as-shipped specifications at dell.com/support by service tag. If the system shipped with a WWAN card, it will function on a PCS network. If it did not, the required hardware will not be present in the system, and retrofitting an antenna will require replacing the display assembly with one that has the required antenna, plus purchasing the WWAN card and SIM card.

I have E7270 which has WWAN socket (same as M.2 ssd socket). You can use a sim to wwan adapter in that socket

Yes — but only on configured units. The Latitude E7470 has an optional SIM slot, and it’s usable for mobile data only if the laptop was built with a WWAN (mobile broadband) card and the associated antennas.
Which SIM size?
The E7470 uses a Micro SIM (also called uSIM), not a full‑size or nano SIM.
Dell’s documentation refers to it as a “Micro SIM (uSIM) card”.
Replacement parts are listed as “SIM / USIM Card Tray Insert – F63M3” specifically for the E7470.
So if your unit has the WWAN option, you need a Micro SIM (3FF) from your mobile operator.
Important caveats
SIM slot is optional: Many E7470s ship without WWAN hardware. In those, the “SIM tray” may be a dummy or non‑functional.
WWAN card required: To actually use mobile data, the laptop must have:
A compatible WWAN card installed in the M.2 WWAN slot
WWAN antennas connected
Appropriate drivers and a data plan on the SIM.
If you’re unsure whether your specific E7470 supports it, check:
Device Manager for a WWAN / Mobile Broadband device, or
BIOS/Service Tag configuration on Dell’s support site, or
