computer slower than a snail

My pc takes forever to do ANYTHING! To boot up, open programs, anything... is there any way to speed it up? Anything that should be disabled? Surfing the internet is to the point of annoying because it takes so long to load pages. One time I may have a connection speed of 28.8kbps, the next it could be 4.0kbps, which i'm sure is a whole other problem. I've contacted my server and the problem there seems to be on my end, not theirs. Could I have a problem with malware? I ran spybot s&d directly from their website to check it out & it said i had 4,000+ issues. when i downloaded it and ran the scan, it said I had only around a hundred problems. Is there a better program that i could use to see what is slowing me down so much?? appreciate any help!!

My Dell 4550 Is the same! Fromatting and intalling the HD and new Windows did not even help. I tried that program. HELP83

If modem speed is varying so much, it's possible either the phone lines are bad in your place or the modem is failing. First thing is to put a new phone cord between the modem and the wall. If that doesn't help, ask you telephone company to check the lines coming into your building.
Run BIOS setup (F2 before XP starts to load). Change the CPU speed from Compatible to Normal. Save the change, exit setup and reboot.
