Shutdown prob traced to Win Exploerer?

Although I want to test some more, it appears that my problem with my Dell 166, Win 95b OS, 64 meg, hanging on shutdown is due to Windows Explorer. In tests so far, each session that I load Win Explorer, it hangs; each session in which Win Explorer is not loaded, it does not hang. The hang occurs with the screen message, "plz wait until Windows shuts down." Any fixes/patches for this "issue"? Thx
